residents in the parish due to the size/scale of the development and the
potential impact it will have. 3. Due to the scale of the development

RESPONSIBILITES AND RESOLVE ACCORDINGLY a. Cemetery- 3 memorial
applications, all agreed. The Chair updated Council on the replacement
stone in the Garden of Remembrance. M J Coates has kindly offered to
donate the stone and only charge £150.00 for engraving and installation. b. Walker Memorial Park It was proposed to purchase 3
spare keys for bins at WMP for Ground Maint crew.
This was RESOLVED c. Queen Mother has Nature
Reserve. Nothing to report. d. Gedney Dyke Village Green Play
Area The NO PARKING sign has been vandalised and cut
down; Cllr Hammersley has now removed it for safety reasons. Council RESOLVED
not to replace it. e. Allotments All rents are now
in as are the new leases. f. Any Other area: Cllr Sutton was
asked to take over the GDVG noticeboard from Cllr Hammersley, who then suggested she take over
doing the inspection of the play are too. Cllr
Sutton kindly agreed to this. 129.21 TO RESOLVE ON FUTURE
MEETINGS Council RESOLVED on the continued
wearing of masks when indoors and social distancing. 2022 meeting dates and locations
were RESOLVED dependant on hall availability. 130.21 TO RESOLVE ON APPLYING TO
WINDCLUSTER FUND FOR NOTICE BOARD Following a discussion Council
voted on the above item, 4 in favour and one against, RESOLVED When the board is replaced, the
plaque to be removed and placed on new board. 131.21 TO RESOLVE ON 2022-23
BUDGET & PRECEPT (This item was deferred to closed
session to follow on from Item 135.21 as the outcome of this may require amendments to both budget and
precept) Council RESOLVED to accept Budget
as put befor them . Council RESOLVED not to increase
precept for 2022-23 and set the amount at £40,000. 132.21 HIGHWAYS & FOOTWAYS a. Update on outstanding matters
Report on the Duck situation in Gedney Dyke from Cllr Hammersley attached.
Council RESOLVED not to request LCC signs following this report. b. To report any new matters. a. Following the meeting at Gedney
Dyke ( report attached) Council discussed requesting LCC Highways , through County
Cllr Coupland for 20mph speed limit
throughout Gedney Dyke and speed cameras on entry and exit of the village. A
vote took place with 3 in favour and 2 against, Item RESOLVED. The Clerk was instructed to write
to all local farmers in the area requesting they tell their drivers to slow
down and obey the speed limits. b. Development opposite Libra, Blazegate, Gedney : SHDC proposed naming of road Silver
Birch Lane. Following discussion Council
RESOLVED to strongly object to this application. How can a name be issued to a
development that does not at this point have planning permission ? Council have objected to the
planning application for this development and share Sir John Hayes MP thoughts and submission on this
matter. Council would like answers to the
same questions. 133.21 DATE OF NEXT MEETING:

RESOLVED to award the contract to Malc Firth Landscapes Ltd There

Date Chairman MEETING GEDNEY DYKE VILLAGE HALL 28.10 2021 : Cllr Rollings In attendance County Cllr Peter Coupland, Stuart Piccaver, Simon Creasey District Cllr Jo Reynolds, Cllr Rosie Rollings, Sir John Hayes MP joined the meeting Later. About 60-70 Villagers. The meeting was chaired by Cllr Coupland who asked the people present to listen to the comments that had been put to the planners by the District Council and Gedney Parish Council Which Cllr Reynolds and I did. Stuart Piccaver then gave a short outline of the intended plans. The meeting was then open to questions. The outcome of which was that an access road to and from the proposed site would be the way forward . Stuart Piccaver agreed and stated he had already been in contact with some landowners and so far the outcome was favourable, but this was early days. Most of the people there were in favour of the proposed development, BUT only if this new route could be implemented. Most of the complaints were the speed of lorries and tractors entering and exiting the village . So Cllr Reynolds and I were asked to discuss this at our next council meeting (16th.November) 20mph signs for the whole village and speed cameras at exit and entrance to same. Cllr Coupland and Sir John want this addressed, but Parish Council and District have to request this. It was also requested by all present that the Parish Clerk writes to the main landowners and ask them to inform their employees of this speeding problem through the local villages. Sir John also agreed to visit a resident who lives near Engine Dyke Gedney Dyke and see for himself some of the problems (Tea and Cakes where promised). He also stated he would only give support to the application if the Wind Turbines were removed from the plan. Meeting closed around 8.45pm. It was explained by the Chairman that the current rates of interest were lowering the desirable level of unrestricted funds.

(All University grants. Subjects:
1/ Biological Science 2/ Physician Associate 3/ Biological and Molecular Science PHD - )
Note: This is the lowest number of applications for some years. The reasons were discussed
and solutions suggested including electronic communications were approved.
4/ In view of the low number of applications it was proposed and approved to grant each student
the sum of £400 with an explanation that this year's grants were unusually high because of the paucity of applications.
5/ Applications for poor relief: None

Report on
SHVCS Meeting 15/11/21 : Cllr Hammersley
The
meeting was held to try to find solutions to a 3 part
problem that is affecting the SHVCS service. The problems are:
the price of fuel, the HMRC criteria on the 45ppm rules and the lack of
drivers.
The price
of fuel is high at the moment and does not appear to be going down anytime
soon.
The HMRC
rule that you can only pay a person 45p per mile up to 10,000 miles before the
driver has to pay tax on the excess.
Due to the
decrease in drivers (down from 69 to 30) the drivers are having to do longer
journeys - hence they use more fuel - their earnings rise
and they fall foul of the HMRC rule.
Some of
the drivers have stated that they may leave if they breach the HMRC
barrier.
The SHVCS
is attempting to square this circle and a number of suggestions were submitted
by members which will be studied.
The
conclusion is that the SHVCS will talk to Lincoln today (Tues) and some
research will be carried out to see if the drivers who breach the HMRC rule can
be assisted in some way.
The one
area the SHVCS felt that the Parish Councils could help is in the push to get
more drivers. The chair did express her disappointment that Gedney PC was the
only PC from this area attending. There was no PC representative from Holbeach,
Fleet, Long Sutton or Suttton
Bridge in attendance. Score one for Gedney PC.
SHVCS
asked if we could highlight the need for drivers in our 'Parish Magazine'
website and notice boards as well as issuing a press release highlighting the
urgent need for drivers. Our area needs drivers because at the moment there is
only one in Long Sutton and I am unaware if we have
any in Gedney.
I will
report on the follow-up meeting and the solutions, if any, that are found.
Report on
the Gedney Dyke duck crossing : Cllr Hammersley
I reported
the problem with the ducks being run over in Gedney Dyke to Fix-My-Street. For
some unknown reason F-M-S sent my report to SHDC and not LCC. SHDC emailed me
stating it was not their problem and gave me a contact at LCC.
In the mean time I had visited the area where the problem was and
found the duck crossing signs. Unfortunately, they turned out to be unofficial
signs put up by the residents. I spoke to several residents (6) and found that
the ducks had been attracted into the village from a large pond at the back of
GD by putting down food.
I did some
further investigation and concluded that I should ask the PC on how they wished
me to proceed on this matter for the following reasons:
I
could proceed to report the problem to the LCC. This would lead to the
unofficial signs being removed because it is an offence under the Road Traffic
Act to erect unofficial signs and could lead to a fine. Although the imposition
of a fine is highly unlikely the threat is there.
The PC
would then have to embark on an extensive campaign to get official signs
erected. To argue for the official signs could be difficult because the lake is
not at the roadside and the ducks would not be in danger if the residents had
not/did not attract them with food. Therefore, success in getting official
signs is in no way guaranteed plus the unofficial signs would have been
removed.
The second option is to do nothing. Unofficial signs are in place in Holbeach
(2 areas) and Long Sutton (1 area). The residents at these sites state that the
LCC have so far taken a non-aggressive approach to these unofficial signs.
