  1. To appoint new Planning Officer

It was proposes that Cllr Reynolds be the Planning officer, this was RESOLVED

Council has no objection to this application

            Extension to Bungalow

Council has serious concerns regarding this application. 

Council visited the site following contact from concerned neighbours and wish to report the following. 

The size of the extension will cut out light to numbers 10, 12 and 16.   

Number 18 has already built an extension so number 16 will be penned in by bricks. 

The patio doors for the bedroom to the extension are facing the kitchen window of number 10, Council request that should permission be granted that the patio doors are moved to face the rear garden rather than the window of number 10. 

Council considers this to be overdevelopment of the site for a 2-bedroom bungalow of which work has already begun!

229.22 CLERKS REPORT

The Clerk advised:

All correspondence from the July meeting has been dealt with.

The Biannual tree survey has been carried out and report circulated.

The External Audit has been returned completed and is on the Council web site.

Council has completed its re-enrolment with the Pension Regulator.

The Swings from Wicksteed for WMP were ordered in July with a minimum lead time of 18 weeks so are expected sometime in November.

232.22 TO RESOLVE ON MOVING BANK ACCOUNTS

Following a discussion, it was proposed to move the Councils banking from Barclays to Unity Trust Bank.

This will cost a total of £72 per year in bank fees.

Mandate signatories to be Cllrs Rollings, Reynolds, Shaw and Young.

234.22 TO DISCUSS DEFIBRILATORS AND RESOLVE ACCORDINGLY

The new pads ordered in February arrived today, these will now be used to replace those due in March 2023 since a new defibrillator has replaced the one at Victory Hall.

Council RESOLVED to budget for 2 new machines to replace those at end-of-life expectancy in 2025.

 

235.22 TO DISCUSS FINDINGS OF TREE INSPECTION SURVEY AND RESOLVE ACCORDINGLY

Council RESOLVED to undertake the necessary work as per the survey. The quotations were discussed and

deferred to closed session where Council RESOLVED to use Springwood Tree Services.

 

236.22 TO RESOLVE ON GRANT APPLICATIONS

Council had one application from Gedney PCC for £600 towards Churchyard maintenance.

Following a discussion and Cllr Hammersley informing Council that if they were to act against the legislation, they would be breaking the law, Council RESOLVED not to agree this grant.

 

237.22 TO CONSIDER PARISH COUNCIL RESPONSIBILITES AND RESOLVE ACCORDINGLY

The Cemetery is in good order

Inspections:

Council procedure for inspections was revisited

ROSPA report:

The report was read, and Cllr Shaw will attend to matters needing attention

c. Queen Mother Nature Reserve:

Council was happy the Nature reserve is in order

The clerk read report to Council, all allotments are in good order.

a. Update on outstanding matters:

There have been 19 reports made to Fix my street since last meeting.

b. To report any new matters.

Several streetlights with problems were reported to Cllr Hamersley

Gedney United Charities Meeting 1st September 2022

Report to Gedney Parish Council

1/ Accounts to 30th June 2022 – Still awaiting audit.

Current total funds = £105,971.12 The majority of which are restricted.

It was again explained by the Chairman that the current rates of interest were lowering the desirable level of unrestricted funds. The current level available for charitable distribution this year is estimated (pending audited accounts) at approximately £2250.00.

As is normally the case applications are expected for student grants to help with the cost of materials. Accordingly notification has been posted in the local press. The applications for these grants must be made before the end of September and the financial distribution per grant will depend upon the number received. Applicants must reside in the Parishes of Gedney and Gedney Hill.

2/ One of the allotments have become vacant owing to the death of the former tenant. It was recommended by the Chairman that it be let to the current tenant of the adjoining allotment who has an exemplary record and has applied for tenancy. This was passed unanimously.

3/ There was no other business.

SHPVCS Report.

 

As you are probably aware the charity Co-Founder and Chairman, Mrs Angela Newton recently passed away - it was a great shock to us all and totally unexpected. Unfortunately, over the last few weeks we have also lost the services of our Treasurer Mr Mike Robinson who was rushed to hospital and is now in permanent care - another loss that was unexpected.

 

I have been asked and have accepted the role of Treasurer for the charity and I am now in the process of registering my credentials with the Charity Commission and the bank. My position as Treasurer will hopefully be confirmed at the AGM that is being called on the 27th October (hopefully) at the Pinchbeck Hub.



As you are aware I am also the Vice Chairman and I have been approached to take on the role as Chairman. This I am considering.

In this event I would ask the Parish Council to reconsider my position as your representative on the SHPVCS as a conflict of interest may occur between the two positions. I am of course more than happy to do both the roles but I would appreciate your guidance on this matter.
