MINUTES OF GEDNEY PARISH COUNCIL MEETING HELD AT GEDNEY VICTORY HALL ON JULY 11th 2023

There followed a short public forum where the following matters were discussed:

QMNR – The length of the grass and trees in need of being cut back  

Speeding through Gedney Dyke by Lorries and Farm vehicles (today there was an accident involving farm vehicle)

67.23 TO CONSIDER PLANNING MATTERS AND RESOLVE ACCORDINGLY

Applications:

H06-0498-23 SHDC Property Service, 17 Batemans Close. Gedney

            Proposed concrete hardstanding for vehicle parking.

Council supports this application but would request it is constructed of a more environmentally friendly material, preferably permeable for water run-off.

H06-0649-22 Mr S Matthew, Waytmond, Main Rd, GDE

             Erection of stables/hay barn, tack room and garden implement store/workshop

Council Support this application.

H06-0496-23 Mr Hockle, Cindy Lou, Main Rd, GDE

            Proposed palisade fence – Retrospective

Council has no objection to this application.

H06-0524-23 Mr & Mrs Merrison Parsons Yard, Middle Drove, Gedney

            Demolition of existing barn and erection of dwelling including pool and garage building and change of use of land to domestic gardens.

Council supports this application.

H06-0532-23 Mr J Rooney, Land at The Orchards, Blazegate, Gedney

            Change of Use of Agricultural Land to Provide 5 Gypsy/Traveller Family Pitches Each having a Static Mobile Home, Dayroom, Parking for a Tourer and 2 Vehicle Spaces together with a Treatment Plant, the Laying of Hardstanding and Associated Ancillary Works - re-submission of H06-0216-23 (part retrospective)

Council Strongly object to this application. It has been refused previously and refused at appeal.

Council stands by their original objections in 2021 as follows:

We object to the proposed development as it falls within a flood risk vulnerability category that is inappropriate to the Flood Zone in which the application site is located. The application is therefore contrary to the National Planning Policy Framework (NPPF) and its associated planning practice guidance. We recommend that planning permission is refused on this basis. Reason The planning practice guidance (PPG) classifies development types according to their vulnerability to flood risk and provides guidance on which developments are appropriate within each Flood Zone. This site lies within Flood Zone 3a, which is land defined by the PPG and your Strategic Flood Risk Assessment as having a high probability of flooding. Caravans and mobile homes intended for permanent residential use are classed as highly vulnerable in accordance with table 2 of the Flood Zones and flood risk tables of the PPG. Tables 1 and 3 make it clear that this type of development is not compatible with this Flood Zone and therefore should not be permitted. Flood risk assessment Although the development is inappropriate to the Flood Zone in which the application site is located, a flood risk assessment (FRA) has been included in the design and access statement. The FRA does not demonstrate that the development and its future occupants will be safe for the lifetime of the development. The FRA incorrectly identifies the hazard mapping depths the development site could experience. The site could experience depths of between 0.5– 1.0 metres and 1.0 – 1.6

Are in total agreement with all objections raised by John Hayes MP.

This Application would greatly increase traffic and therefor pollution and the roads are not adequate to take more traffic.

There is no infrastructure in this area to accommodate such a development.

Change of use from agricultural building to 2 holiday lets and single storey side extension - approved under H06-0617-20. Modification of Condition 2 to allow amendments to previously approved plans.

H06-0286-23 Fletcher Salads, Broadgate Nursery, Broadgate, Gedney 

            Conversion of agricultural building into residential dwelling including the removal of cold store building and static caravans 

H06-1141-22 RAF Holbeach, The Wash, Dawsmere GDE                     

             Installation of 2 new target barges

H06-0326-23 Ms Wellavize, Ravenswing, Ryfield Lane, Holbeach Fen

            Propose Annexe Extension

68.23 CLERKS REPORT

The Clerk advised:

All correspondence from the May meeting has been dealt with.

The External Audit has been submitted to the Auditors.

The VAT return for 2022-23 has been received.

Both Play areas were to be pressure washed between 12th and 16th July, but unfortunately the pressure washer has broken so unable to do for 3 weeks.

 

69.23 REPORT TO COUNCIL FROM OUTSIDE BODIES

County Cllr Coupland reported that if highway matters were not getting sorted after reporting them to “Fix My Street “2 or 3 times, then to report them directly to him.

This was discussed in closed session.

District Cllr Reynolds had offered grant money in previous years to assist but had been turned down.

This was discussed in closed session.

Council RESOLVED that the Clerk send a reply.

72.23 CONSIDER PARISH COUNCIL RESPONSIBILITES AND RESOLVE ACCORDINGLY

a. Cemetery – All Good

b. Walker Memorial Park

All good at the park. The new bins are in place and being emptied on the waste round.

c. Queen Mother Nature Reserve:

Following Councils inspection, the Clerk is to contact Malc Firth again regarding the dreadful state

of the grass. It is overgrown and neglected.

Work to cut back trees as needed will be organised (trees have a TPO order on them)

The Clerk will contact the lease of the meadow to make enquiries as to the state of it.

d. Gedney Dyke Village Green Play Area – All good.

e. Allotments:

Cllr Hubbert gave Council a report following his inspection.

Council will send a reply to Carter Jonus as discussed in Closed session.

 

74.23 GEDNEY DYKE

  1. Update on meet and greet.

It seems that the Village Hall was already booked for the last date chosen for this meeting.

Council now await contact from the parishioner who requested the event with a new date.

  1. Update on action to be taken over the disrepair of Seadyke Mill & 2 Mill Bank.

Cllr Reynolds reported that she had visited the sited with officials and now awaits feed back on what action can be taken.

Council reviewed the above policies.

 

76.23 TO CONCIDER OPTIONS FOR PLAY AREA/EQUIPMENT IN GEDNEY AND
RESOLVE ACCORDINGLY 

Cllr Reynolds reported that Batemans Close and Albert Avenue sites had been visited with an official from SHDC (SHDC owns both sites). It is hoped that permission will be granted for the PC to supply a piece of play equipment to each site. Council would like to work together with SHDC to achieve this goal.

Council await feedback on this proposal.

 

77.23 TO REVIEW COUNCIL BUSINESS PLAN

Council have amended plan and will revisit in the future.

 

78.23 HIGHWAYS & FOOTWAYS

a. Update on outstanding matters

None

b. To report any new matters.

Clerk to write to all local farmers re speeding through villages and to the police to ask what they are going to do about the situation.

Council passed this item to County Cllr Coupland to request an Archers survey be carried out in Gedney Dyke.
