Cllrs Piccaver, Waldron & Bissett signed their declarations of acceptance to office.

 

107.23 APOLOGIES FOR ABSENCE with reasons

Cllr Wignall sent his apologies and Council RESOLVED to accept them.

 

108.23 DECLARATIONS OF INTEREST - to receive Declarations of Interest in accordance with the Localism Act 2011 and to consider any applications for dispensation.

Cllrs Hubbert and Piccaver declared an interest in item 4, H06-0848-23, this land is neighbouring the farm both

Councillors have an interest in. They will not take part in that item.

Clerk’s Notes from the meeting on 12th September were taken as read and signed as minutes by the Chairman.

     

110.23 TO CONSIDER PLANNING MATTERS AND RESOLVE ACCORDINGLY

Applications:

H06-0816-23 Mr 7 Mrs Cloona, Pegasus, Dawsmere Rd, GDE (S73A CONTINUATION)

            Change of use of land from paddock to enclosed dog walking field - approved under H06-0658-22. Removal of Condition 1 relating to the use of land having a limited period of one year and modification of Conditions 3 & 4 relating to the number of dogs and cars that can be on site and hours of operation.

Council have had concerns raised by residents over noise, parking issues and having the dogs in the

exercise area jumping up at the back fence when they or others walk along the public footpath.

Therefore, Council considers the number of dogs, cars and hours of use at present to be at a maximum for the size of the area and its position in the village and should not be increased.

The Clerk advised:

All correspondence from the September meeting has been dealt with. Council have not to date received any minutes from Gedney Drove End Village Hall.

All allotment rents for October have been sent out together with new 2-year tenancy agreements.

115.23 CONSIDER PARISH COUNCIL RESPONSIBILITES AND RESOLVE ACCORDINGLY

a. Cemetery – All Good

b. Walker Memorial Park

All good at the park. Cllr Shaw has removed the barbed wire.

To discuss Car Park signage:

Council chose the 2m sign and RESOLVED the Clerk order with fixings. Cllr Shaw to take delivery and  

ROSPA report and findings:

Council RESOLVED to accept the quotation from James Chadwick for the work on the slide and teenage shelter.

c. Queen Mother Nature Reserve:

Clerk reported the tenants will be vacating land by end of December 2023.

 

d. Gedney Dyke Village Green Play Area – All good.

Council RESOLVED to accept the quotation from James Chadwich for work on Notice Board and Seat

e. Allotments:

Invoices for October rents and new agreements were sent out at the end of September.

The receipt of notice from a tenant was discussed in closed session.

Council RESOLVED to inspect the land and advertise the vacancy.

116.23 UPDATE ON SPEED WATCH AND RESOLVE ACCORDINGLY

Clerk updated Council on speedwatch in Gedney Dyke.

They are awaiting CSW to agree site locations.

All Equipment has been received and passed to the coordinator.

 

117.23 UPDATE ON QUEEN MOTHER NATURE RESERVE & RESOLVE ACCORDINGLY

Council discussed the proposed project at length.

Council RESOLVED for the meadow to become a flower meadow with a walkway through the middle, also to plant hedging along the front of the meadow.

Council is still awaiting quotations for hedging, seed and contractor work needed.

119.23 GEDNEY DYKE

  1. Update on action to be taken over the disrepair of Seadyke Mill & 2 Mill Bank.

Cllr Reynolds is awaiting further update.

 

120.23 TO CONCIDER OPTIONS FOR PLAY AREA/EQUIPMENT IN GEDNEY AND
RESOLVE ACCORDINGLY 

Cllr Reynolds is awaiting an update.

It is hoped to have confirmation for the next meeting.

 

121.23 TO DISCUSS ITEMS FOR NEXT YEARS BUDGET

Items for costing:

Queen Mother Project = 10 % and Grant funding

Gedney Play Project £1,000 in fund.

Zip Wire = 10% and Grant funding

South Holland Voluntary Car Scheme was discussed, Council is concerned that without the requested journey information that the Parish may not be getting value for money.

 

122.23 HIGHWAYS & FOOTWAYS

a. Update on outstanding matters

Parked vehicle outside GDE School:

This reply has been received from Highways.

“Cars were parked on the side of the carriageway alongside the school gates, there was no obstruction to the other side and cars were only parked for a short period of time. There isn’t a footway present on the other side of the carriageway, so children do not cross the road to get to the school. To install restrictions here would cause displacement further down the road and may cause further parking issues at junctions and accesses.

In light of the above, I don’t believe the area will benefit from any form of restriction and as we must target our limited resources where they can be of the most benefit, the request will not progress any further.”

124.23 To Resolve for the council to move into closed session for discussion of the following agenda items.

Due to the confidential nature of the business to be transacted.

This was proposed, seconded, and RESOLVED.

 

125.00 TO DISCUSS GROUND MAINTENANCE AND RESOLVE ACCORDINGLY

 

Council discussed the letter received from Malc Firth.

WMP is still being cut on different days and now contractor is cutting weekly throughout

parish in an attempt to make up cut quota which is unacceptable. Clerk to contact.

Council RESOLVED to terminate contract in November.
