- to receive Declarations of Interest
in accordance with the Localism Act 2011 and to consider any applications for
dispensation. The
Clerk gave a dispensation to all Councillors to take part in discussions and
Resolutions regarding the budget and precept. This will stand for 4 years. 129.23 SIGNING OF THE MINUTES Clerks
Notes from the meeting on 9th October 2023 were taken as read and
signed as minutes by the Chairman. 130.23 TO CONSIDER PLANNING
MATTERS AND RESOLVE ACCORDINGLY H06-0939 Mr Scolari, Onslow House, GDE Proposed
new boundary wall and gateway. Council Supports this application. H06-0982-23 Mr Wheeler, Avalon, Lowgate, Gedney

Proposed replacement of existing flat roof, conversion of conservatory
to garden room and additional access to drive. Council Supports this application. Approval by South Holland District Council: H06-0749-23 Mr Connelly, Fenland Cottage, Fen

None Appeals: None Non-Determination: None 131.23 CLERKS REPORT The Clerk advised: All correspondence from the October meeting has
been dealt with. Council have still not received minutes from Gedney Drove
End Village Hall. All allotment rents for October have been paid. The Maintenance work at WMP and Gedney Dyke has
been completed. Speedwatch in Gedney Dyke are now up and running,
having had 3 locations agreed by the LRSP. NALC & SLCC have now sent out the 2023-24 cost
of living increase for Clerks pay this equates to £1 per hour and is to be
back dated to April 2023. The Annual Return to the Charity Commission for
WMP has been submitted. The next tree inspection by Andrew Belson will
take place on 6th December, weather permitting. 132.23 REPORT TO COUNCIL FROM OUTSIDE BODIES Report

RESPONSIBILITES AND RESOLVE ACCORDINGLY a. Cemetery All Good b. Walker Memorial Park All good at the park. Update on signage: New
sign is due for delivery on 16th, Cllr shaw will inform Clerk so
she can make payment. It
was proposed to apply to the UKSPF Grassroots fund and Gedney Windcluster
fund for a grant to install a zip wire in the park, this was seconded and
RESOLVED. Council RESOLVED to accept the quotation from OLP. c.
Queen Mother Nature Reserve: All good, Car park closed due to ground
conditions. d. Gedney Dyke Village Green Play

UPDATE ON NATURE RESERVE PROJECT & RESOLVE
ACCORDINGLY The
project was discussed at length, it was proposed to apply to the UKSPF Grass
roots fund and Gedney Windcluster fund for grants for this project. This was
RESOLVED. 137.23
TO DISCUSS RAF HOLBEACH FLYING TIMES Concerns
about the increased number of low flying aircraft over the village of Gedney
Drove End and the marsh were discussed. Warning flags are only up if hot
firing is to take place, but the height and quantity of these flights are a
safety hazard to walkers. Council
RESOLVED for the Clerk to write to RAF Holbeach and the Chairman to hand
deliver. 138.23
TO RESOLVE ON REPLIES TO CONSULTATIONS None. 139.23 GEDNEY DYKE Update on action to be taken over
the disrepair of Seadyke Mill & 2 Mill Bank: Cllr Reynolds reported the latest
update to Council: SHDC Conservation Officer is still
actively evaluating the viability / possibility of a Section 215 notice and
have been watching with anticipation the progress of the recent threats of
S215 in the area, to see if lessons can be learned from this process to
inform potential action relating to the Mill. Once we have finally
established whether S215 is a possible option, if this does become a route
open to us. 140.23 TO CONCIDER OPTIONS FOR
PLAY AREA/EQUIPMENT IN GEDNEY AND Cllr Reynolds is still awaiting an
update. Council is very frustrated over
the length of time it is taking Cllr Bingham (SHDC Portfolio holder for
Assets) to inform the Council if they can
use either of the two proposed sites in Gedney to place some play equipment
for the local children. Council had planned to apply for funding from UKSPF
Grassroots but due to the time SHDC are taking it is looking unlikely that
this will be possible. 141.23 TO DISCUSS & RESOLVE ON
2024-25 BUDGET AND PRECEPT Council have still not had a
breakdown of the parish usage of the car scheme from South Holland Voluntary
Car Scheme and cannot therefore know if this is giving the Parish value for
money. Council RESOLVED not to subscribe to this service in 2024-25 and not
to budget for it. Council RESOLVED to budget (under
War memorials) for 3 Poppy wreathes. Council RESOLVED to accept the
budget as put before then and to set the 2024-25 precept at £42,000.00. 142.23 HIGHWAYS & FOOTWAYS a. Update on outstanding matters The streetlight at the triangle
junction at end of Main Rd GDE will be installed by E-on on December 15th. b. To report any new matters. None 143.23 DATE OF NEXT MEETING:
12th December 7pm at Gedney Victory Hall 144.23 To Resolve for the council
to move into closed session for discussion of the following agenda items. Due to the confidential nature of
the business to be transacted. This was proposed, seconded, and RESOLVED. 145.23 UPDATE ON GROUND MAINTENANCE
AND RESOLVE ACCORDINGLY Malc Firth have now completed
their last cut of this season. The Clerk has contacted them with the amount
she considers is owed to them for this season. Once this has been agreed and paid,
she will terminate the contract one year early as Resolved by Council at the last
meeting. Council RESOLVED to award the
contract for next year to Holyoak Landscapes who have agreed to honour their
tender price given in 2021 for the one year remaining of a three-year term
tendered for. 146.23
TO DICUSS ALLOTMENT VACANCY AND RESOLVE ACCORDINGLY Council
RESOLVED to offer the plot to Mr A Lakey at a rent of £200 per acre per year. They
agreed on 6 months rent free in return for him clearing the dykes bordering
the field. There

Gedney United Charities Meeting 5th October 2023 This report is based on the draft minutes of the
meeting and communications with the Secretary due to the unavoidable absence
of the Parish representative. 1/ The
accounts were presented showing an income of £3577 and an expenditure of
£3707 The total held by the charity is £106,058 made up of a new fixed term
deposit of £50,000 with the balance consisting of COIF, National Savings and
Bond deposits as well as a current account deposit of £6797. 2/ Student
grant applications were received totalling five in number. This is very low
and it was decided to make more use of social media in future. It was agreed
to grant University students £500 (2) Day release students £300 (1) and A
level students £150 (2). 3/ It was
decided to give all land tenants a review although it was pointed out that
some of the land was little more than pasture. 4/ It was
generally agreed that trustees ought to be a fair representation in line with
the constitution and a check will be made with the commission regarding the
