MINUTES OF GEDNEY PARISH COUNCIL MEETING HELD AT VICTORY HALL ON DECEMBER 12th 2023

There was a short public forum in which a member of the Public addressed the Council re the South Holland Voluntary Car Scheme (SHVCS)

Cllr Shaw, Cllr Wignall and Cllr Bissett sent their apologies and Council RESOLVED to accept them.

 

148.23 DECLARATIONS OF INTEREST - to receive Declarations of Interest in accordance with the Localism Act 2011 and to consider any applications for dispensation.

  Cllrs Reynolds, Hubbert and Piccaver declared an interest in H06-0530-23. They will not take part in this item.

151.23 CLERKS REPORT

The Clerk advised:

All correspondence from the November meeting has been dealt with.

Council has now received minutes from Gedney Drove End Village Hall.

RAF Holbeach contacted the Clerk following Councils letter, they apologised for the noise and inconvenience

and said would investigate.

155.23 CONSIDER PARISH COUNCIL RESPONSIBILITES AND RESOLVE ACCORDINGLY

a. Cemetery – All Good although very wet.

Council RESOLVED to agree the memorial application from R King

b. Walker Memorial Park

All good at the park other than very waterlogged.

Update on sign:

New sign has been installed.

c. Queen Mother Nature Reserve:

Park is very wet, car park to remain closed for the foreseeable future.

d. Gedney Dyke Village Green Play Area – No standing water

e. Allotments: Nothing to report.

156.23 UPDATE ON NATURE RESERVE PROJECT & RESOLVE ACCORDINGLY

An application to Gedney Windcluster fund and UKSPF Grassroots for grant funding to pay for the project.

 

157.23 TO UPDATE ON UKSPF GRASSROOT GRANT APPLICATION

This application has been submitted for the QMNR project and a Zip Wire for WMP.

The committee will sit during January 2024.

 

158.23 TO REVIEW & ADOPT POLICY

  1. Review Disciplinary Policy. Environment Policy & Equal Opportunities Policy.
  2. To adopt Health and Safety Policy

 Council RESOLVED to adopt the Health and Safety policy as put before them, reviewed the 3 above policies with no amendments.

160.23 GEDNEY DYKE

Update on action to be taken over the disrepair of Seadyke Mill & 2 Mill Bank:

No update for this meeting.

 

161.23 TO CONCIDER OPTIONS FOR PLAY AREA/EQUIPMENT IN GEDNEY AND
RESOLVE ACCORDINGLY 

The Clerk reported the following:

  1. Lease of Area at Batemans Close: The Clerk has engaged in discussions with District Councillor Bingham regarding the potential lease of the area at Batemans Close to the Parish Council. I am pleased to report that Councillor Bingham has been exceptionally helpful during these discussions. South Holland District Council (SHDC) has expressed a willingness to lease the entire area at Batemans Close to the Parish Council. Moreover, there is a possibility of reaching an arrangement for partial use of the area. Further negotiations

have been put on hold pending the outcome of the below item.

  1. Investigation into Ownership of Small Green in Gedney (Churchgate/Stonegate): Councillors Bingham, Coupland, and District Councillor Reynolds have been actively involved in investigating the ownership of the small green located in Gedney. Preliminary discussions have taken place to ascertain the current owner, and efforts are being made to gather comprehensive information.
  2. Land Registry Search by LCC Highways: To facilitate the investigation into the ownership of the small green in Gedney, Lincolnshire County Council (LCC) Highways is currently conducting a Land Registry search on behalf of the Council. This search is expected to provide crucial information regarding the legal ownership of the mentioned green area.

 

162.23 TO DISCUSS & RESOLVE ON DONATION TO GDE CHRISTMAS TREE

The tree has been fully funded so grant is not now needed.

 

163.23 TO DISCUSS & RESOLVE SUBSCRIPTION TO SHVCS (requested by

2 councillors)

This item was discussed following signing of the minutes (item 3) at the Chairs request.

Council has now been sent the information requested and is now able to see there is a need for the scheme to continue in Gedney Parish. With this in mind Council RESOLVED to continue to subscribe to the scheme.

165.23 DATE OF NEXT MEETING: 13th February 2024 at Gedney Victory Hall

 

166.23 To Resolve for the council to move into closed session for discussion of the following agenda items.

Due to the confidential nature of the business to be transacted.

This was proposed, seconded, and RESOLVED.

 

The member of the public and County Cllr Coupland left the meeting at 8pm

 

167.23 UPDATE ON GROUND MAINTENANCE AND RESOLVE ACCORDINGLY

Malc Firth have now been paid in full for the 2023 season and the contract for next year has been terminated.
